Senator Dorgan Pens Op-Ed on Current Tax Reform Efforts

As tax legislation made headlines in recent weeks, Arent Fox senior policy advisor and former US Senator Byron Dorgan (D-ND) weighed in with an op-ed in The Hill.

In the piece, Senator Dorgan takes the position that taxing Americans on our state and local tax payments (SALT) is equivalent to taxing people on income that was never received. Senator Dorgan wrote, “It forces Americans to pay double taxation on phantom income.”
 
Dorgan, who was a member of the House Ways and Means Committee in 1986 when the last meaningful tax reform legislation passed, highlights the difference between the 1986 tax reform effort and the current tax reform: 1986 was a bipartisan, open process that took nearly two years to pass. According to the op-ed, today’s bill is effectively the opposite: written behind closed doors with no input from Democrats.
