California Extends Postgraduate Training License Deadline from June 30 to August 31 in 2020

The California Department of Consumer Affairs’ (DCA) Order Waiving Postgraduate Training License Deadline, effective as of May 6 under the authority of California Governor Newsom’s March 30 Executive Order, is the latest in a series of health care licensing waivers issued since March 31. Previous waivers have temporarily adjusted licensing requirements for PAs, NPs, CNMs, pre-licensure nursing programs and students, and other healthcare professionals.

Temporary Waiver of Postgraduate Training License Deadline

For individuals enrolled in postgraduate training programs on January 1 who are required to obtain a postgraduate training license from the Medical Board of California or Osteopathic Medical Board of California by June 30 under Business and Professions Code Section 2064.5(e) and (f), DCA is temporarily waiving the June 30 deadline, as long as such license is obtained by August 31. Failure to obtain a postgraduate training license by the extended deadline will cause all privileges and exemptions under Section 2064.5 to expire.

All Other Postgraduate Training License Requirements Remain in Place

Postgraduate trainees must comply with all other postgraduate training license requirements.  In addition, the waiver does not affect the 39-month cap during which postgraduate trainees may practice medicine in approved programs without a physician’s and surgeon’s certificate, pursuant to Sections 2064.5(b) and 2065(d). Postgraduate training programs and their medical school graduate enrollees should review the waiver to ensure that they comply with the narrow time extension.
