Laura previously worked in government affairs at the American Council on Education (ACE), the nation’s largest higher education organization. During her time there, she coordinated the larger higher education community response to tax proposals and revenue provisions before the House Ways and Means Committee and Senate Finance Committee. Additionally, she advocated for the higher education community’s position on the Hill, with the Administration, and among the larger nonprofit community with organizations like the Independent Sector.
She also worked for seven years for U.S. Representative Philip English, a member of the Ways and Means Committee. As his legislative director, Laura worked on a wide variety of issues relating to the Ways and Means Committee, with a focus on tax, health, human resources, and Social Security as well as higher education and K-12 issues.
At ArentFox Schiff, Laura has represented a variety of clients, including a consortium of colleges. During the 114th Congress (2015-16), she worked successfully for the inclusion of a provision addressing the tax treatment of credit and payments to students at the nation’s nine federally recognized Work Colleges in the omnibus tax and spending package approved by Congress and the President in December 2015 (PL 114-113). She has successfully advocated for increases in appropriations for these schools in the last four funding cycles. She also assisted in securing an exclusion from the endowment excise tax those schools that do not charge tuition in 2018. In addition, Laura currently works with an early childhood client to improve outcomes and funding for Head Start programs nationwide.
