Jessica’s practice focuses on trade remedy actions and trade policy issues, including antidumping and countervailing duty matters before the US Department of Commerce and the US International Trade Commission, advocating for clients in related litigation before the US Court of International Trade and the US Court of Appeals for the Federal Circuit, as well as dispute settlement panels. Jessica also counsels clients on a wide-range of trade policy issues arising under free trade agreements and advises clients negotiating trade agreements.

She also offers clients perspective on US Government processes and advises on global trade strategies, including strategies related to global safeguard actions under Section 201, national security measures under Section 232, and global measures addressing sustainability, such as the Global Arrangement for Sustainable Steel and Aluminum and carbon border adjustment mechanisms. 

Jessica advises clients across diverse sectors, including manufacturing, agricultural products, automotive, and chemical industries.

Client Work

  • Represent clients in antidumping and countervailing duty proceedings before the US International Trade Commission, the US Department of Commerce in administrative proceedings, the US Court of International Trade, and the US Court of Appeals for the Federal Circuit, as well as dispute settlement panels before the North American Free Trade Agreement (NAFTA) and the World Trade Organization (WTO).
  • Provide guidance to help clients navigate complex trade policy issues, including Section 201 global safeguard actions, Section 232 national security duties, and Section 301 duties. 
  • Advise and counsel clients regarding the nuances of compliance with the Department of Commerce’s Suspension Agreements.
  • Assist clients with their import compliance, including providing guidance related to matters before US Customs and Border Protection, such as prior disclosures and protests.
  • Navigate global trading rules, such as those provided by the World Trade Organization.

Previous Work

Prior to joining ArentFox Schiff, Jessica worked as an attorney in the Department of Commerce’s Office of the General Counsel for Trade Enforcement and Compliance. There she advised clients in the International Trade Administration on statutory and regulatory requirements during antidumping and countervailing duty proceedings. She practiced before the US Court of International Trade, the Court of Appeals for the Federal Circuit, NAFTA, and the WTO, defending the International Trade Administration’s administrative determinations.

Jessica started her career as a Presidential Management Fellow at the International Trade Administration, focusing on trade policy issues, supporting industry outreach related to the Transpacific Partnership Agreement, the President’s Advisory Committee on Doing Business in Africa, the Manufacturing Council, the President’s Export Council, and the Travel and Tourism Council in the Office of Advisory Committees and Industry Outreach; and the Office of Europe and the Office of the European Union, reviewing issues related to the Transatlantic Trade and Investment Partnership.

Professional Activities 

Jessica is an active member of the Association of Women in International Trade as Assistant Vice President of Programming, and participates as a committee member focusing on Agriculture, Energy & Environment. She is also a member of the American Bar Association, International Law Section and the Customs and International Trade Bar Association.
