Client Work
Telecommunications
Jeff represents every regulatory and transactional concern of equipment manufacturers and government contractors, as well as wireless, video and data providers, and end-users. He represents equipment manufacturers with respect to all applicable FCC regulations, including those governing importation, emissions compliance, equipment authorization/labeling, and marketing. Jeff has extensive experience in matters relating to experimental licensing for military, homeland security and other high-tech applications, as well as the FCC’s regulation of unlicensed devices. Jeff has vast experience in licensing matters relevant to both commercial providers, as well as private users of FCC-authorized facilities, and he has substantial experience representing clients in matters relating to transfers of control/assignments, E911, resale, universal service/E-Rate, LNP, interconnection and auctions.
Jeff’s experience with respect to international communications issues includes international frequency coordination, and cross-border service/interference issues, as well as administrative rulemaking proceedings. His clients have included providers of PCS, SMR, paging, broadcast, telephony, and cable service, and he has represented the FCC-related concerns of equipment manufacturers in the in-building wireless, RFID, telephony, automotive, music, and mining industries. He has also represented state and local governments and public safety entities.
Jeff’s transactional experience in the telecom area includes the negotiation and preparation of asset/stock purchase agreements, in-building wireless agreements, intercarrier and resale contracts, wireless interconnection agreements, and agreements resolving co-channel interference. He is an experienced litigator, representing his clients before the FCC in contested licensing and enforcement proceedings, as well as formal complaint proceedings and requests for emergency relief.
Other Regulatory Matters, Government Contracts, and Government Relations
Jeff’s regulatory experience also includes the representation of clients in agency rulemakings and proceedings involving aviation, environmental, energy, government procurement, and FOIA issues. He has represented government contractors in a variety of regulatory contexts. In addition, when appropriate, he develops, drafts, and analyzes legislation, and assists his clients in developing effective short and long-term government relations strategies and policy positions in a variety of areas, and in obtaining appropriations to support their critical business objectives.
When appropriate, Jeff drafts testimony for those clients participating in Congressional hearings and provides access to Members of Congress and their staff, as well as heads of federal and state agencies. His regulatory and legislative clients have included companies in the defense/military, transportation, data storage, forestry, life sciences, postal, aviation safety, and communications industries.
